Grant to assist Havasu in conversion from septic tanks

PHOENIX – The Arizona Department of Environmental Quality has awarded a $300,000 grant that will allow Lake Havasu City to continue to replace septic tanks with new connections to the city’s wastewater system.

The grant will be used to offset the cost of closing 1,194 residential septic tanks, which are being connected to the wastewater system. The homes are located in the Palm Tree and Cisco neighborhoods in the northeast part of the city, where conversion to the wastewaster system is expected to be completed by next year.

The decommissioning process includes surveying the property, locating septic tanks, placing wastewater lines, and pumping and crushing the tanks.  

The city’s wastewater pipes and treatment plant will help to protect the waters of Lake Havasu, which have been polluted by nitrates and other contaminants that leach from septic tanks to groundwater to the lake itself.

UniSource requests electric rate hike

UniSource requests electric rate hike

TUCSON – UniSource Energy Services (UES) filed a request Thursday with the Arizona Corporation Commission (ACC) for new rates to cover the rising cost of providing reliable electric service to customers. UES' current electric rates do not reflect the operating costs and capital expenditures that the company has incurred since July, 2006.

The impact of the proposed rates, which would take effect next year, would be more than offset by an upcoming reduction in an energy cost charge on customers' bills, said Tom McKenna, Vice President of UES and its parent company, UniSource Energy Corporation (NYSE: UNS).

"Thanks to lower energy costs, we're in the unique position of requesting rates that would end up lower than they are today," McKenna said.

On June 1, a change to the Purchased Power and Fuel Adjustment Charge (PPFAC) is expected to reduce the bills of typical residential customers by about $22.12 per month. The PPFAC, which passes along UES' energy procurement costs, is adjusted each year to reflect current expenses.

Spanish company to build $1 billion solar plant near Kingman

PHOENIX – Albiasa Corporation, subsidiary of Spanish based Albiasa Solar, has chosen Kingman as the new location for the renewable energy firm's development headquarters and has selected a site near Kingman as the future location of its 200 megawatt (MW) concentrating solar power (CSP) plant.

Assisted by the Arizona Department of Commerce, Albiasa's projects will create up to 2,000 construction jobs and more than 100 permanent jobs. The company recently opened a sales, marketing, and engineering office in Phoenix to serve as its Arizona headquarters.

"The arrival of Albiasa Corporation is yet another big step toward establishing Arizona as a leader in the sustainable industries sector, creating stable jobs that will help diversify our state's economy," said Governor Jan Brewer.  "We are pleased to welcome Albiasa to Arizona, and commend the company for choosing our great state as the site for its solar plant."

ACC applauds AG's endorsement of 'Net Metering' rules

PHOENIX — The Arizona Corporation Commission (ACC) applauded Friday’s approval by the Attorney General’s office of the net metering rules it had approved in October of last year. The rules allow energy consumers to be compensated for generating their own energy through renewable resources.

The “net metering” rules, which would be required of all Arizona electric utility companies, would provide consumers with a key tool to help offset the costs of installing and generating renewable energy or combined heat and power (CHP) cogeneration in their home or business, primarily through the use of solar technology.

Customers with renewable energy generation capabilities such as solar panels will have two-way meters installed that will measure both the electricity coming in to a property, and the energy going back to the grid. This allows customers to be credited for any excess energy generation that they send back to the regional electricity grid. According to the rules, once each calendar year, a customer’s utility company will issue a check or billing credit for the balance of any energy generated in excess of the customer’s usage.

KINGMAN - The construction industry in Kingman took another hit on Monday when the City Council voted 5-0 to raise water and sewer impact fees.

The cost of “Development Investment Fees” for residential hookups was raised from $1,200 to $1,800. Sewer hookups were raised to $265 per fixture.

The city must find more funds to finance a new wastewater treatment plant because the current facility is out of compliance and insufficient to handle the current capacity. If it does not build a new plant the state could cut off all new building permits in the city.

A “Water and Wastewater Rate and Investment Fee Study” in October determined that to keep up with current growth and fund the new plant the water impact fee should have been raised to $3,500. The $1,800 figure was a compromise because the Council was concerned the hike to $3,500 could further stagnate growth and that at the current rate of growth even with raising impact fees to $3,500 would not be enough to fund servicing growth at the current rate.

Instead the Council raised the base rate all water users pay by $2 a month and instituted the $1,800 impact fee as a means of funding infrastructure growth.
